I think this is a hoax. Ghits for this name, and multiple combinations of this name, only come up with results related to this article. No trace on Google Books, French wikipedia or Dutch wikipedia. Details are fishy and generic; contributor history and self-description ("Wikipedia user Fraulein*flores is a museum professional based in the United States.") is equally suspicious. --Lockley (talk) 19:25, 9 September 2010 (UTC)[reply]
While I can't yet verify the "Jean Baptiste" part, it is obvious that there was a "Jean Colin" painter from Belgian, living between 1881 and 1941.[1][2][3]. He has an article on the French Wikipedia as well, fr:Jean Colin (peintre). So the full name may be incorrect, and he is not the most notable artist, but the bare facts seem pretty accurate. The frwiki article postdates this one and is completely unsourced, so that doesn't really help. The other links you found establish that there was a painter with that name and birth/death years, but nothing else that I see. So probably not a hoax but may very well fail WP:GNG.
