Block of account.[edit]

Right. I think that'd be because you were hard-blocked a year ago as a vandalism-only account? Best thing to do is to log into that account and lodge an appeal via the the instructions at WP:AAB; setting up a second account, such as this, could be determined to be socking, which is strongly discouraged.
