Legal basis[edit]
PRUs were first established in the Education Act 1993, designated separately from county schools or special education, as local authority schools for students who were not in education "by reason of illness, exclusion from school or otherwise".[1]: 190–191 PRUs were legally set up as broadly similar to other schools; like other types of school, the sections dealing with political issues and sex education in the Education (No. 2) Act 1986 as well as Section 28 applied.[1]: 254–255
