COMTRADE is not used for oscilloscopes, it is used for oscillograph!

the link to IEEE/IEC C37.111-2013 is dead, here's the "new" one https://standards.ieee.org/ieee/C37.111/3795/

Additionally that standard has been superseded by https://standards.ieee.org/ieee/C37.111/11052/
