@Abbeynick: I was unable to find any explicit statement in the proceedings that women were not allowed to vote or otherwise participate in the convention. If it is present in the text, the page number should be specified. Admittedly, I did not encounter any mention of a female delegate, though absent some other information, it would still be speculation that women were not allowed to participate.
