Michael Ryan photo - not PD

Hello. I've changed the tag on the photo you uploaded to a fair use one, because the original claim of public domain was invalid. Photos do not become PD simply because they depict criminals, and nor do they become PD simply because the photographer's identity is unknown. However, I feel that the use of the photo in the Hungerford massacre article is justified from an encyclopedic point of view, and so have filled in a fair use rationale, which you can see on the image's File: page.
