Suggestions

You should start by archiving all the previous discussion to a subpage, with a note that it was archived. Politely ask that all discussion regarding treaties, theoretical rights and so on be dropped. Metadiscussion about human rights and treaty obligations are not appropriate for Wikipedia. Ask the participants to provide reliable sources that specifically discuss health care in the United States in relation to human rights. Try to keep the discussion focused on that track, giving kind reminders of basic content policy if needed. If, for example, a participant cites a document purely discussing human rights and another purely discussing health care in the United States, politely remind them that we are not permitted to draw conclusions by combining sources. Give him some time to cool down and if he still remains active, advise him to take a short break to cool down. If the participants are just talking past each other, try to get them to sit down and chat about what goals they have for the article in positive and constructive terms. (As examples, "I want to achieve a solid comprehensive NPOV article.", "I want to get this article rewritten up to good article standards.", etc.) Then try and get them to find areas of the article they can agree need improvement to work on together. If they're having this kind of conflict, the best thing you can do is get them to shelve the central issue temporarily and get them working together genially on the article. However, if one of them simply does leave that topic area, then there's not much to be done but close the case. If I can be of any further help, let me know. Cheers!
