This is unbelievable. I counted 134 cities from this page, of which 43 has a flag there. Other 91 don't have, and of those, 38 has the NonFreeImageRemoved.svg there. I suppose all of the 91 have earlier been in wikipedia or commons. But how can the city flags not be in public domain?
