Hello, to further clarify my edit summary - whoever had originally written the sentence wrote it in shorthand, highlighting that Langley had left the United States, meaning that he emigrated away from his home nation. If he was merely an 'immigrant' to the Philippines, it would not be noteworthy, because moving from one country to another is not particularly unusual. That an adult American-born police officer would leave the US shortly after the incident in question is unusual, specifically because of his leaving his native country, and having no known ties to the Philippines. To emigrate means to leave a country, and that's the critical factor. The fact that the sentence was written in shorthand is the reason it seems like it's incorrect.
