Thank you for your recent posting of an anonymous editor to Administrators intervention against vandalism. In the future though, when reporting IP addressed to WP:AIV, please make sure that they have had a final warning in the recent past. Due to the nature of IP addresses, spans of time between edits may indicate different users. Being it is possible that the currently vandalizing user did not get a true final warning they are often not be blocked. To remedy this, please make an effort to ensure that all vandals reported to WP:AIV have an appropriate, and recent, final warning. The most common final warnings are {{test4}} or {{bv}}. I personally (and many other admin) will not block an anon that has not been warned recently (at least past 24 hours). For me, it is my concern that i actually block a good faith editor who is testing (just learning what wikipedia is). There are many blatant vandals, and they of course should be blocked. However, a final warning, in my experience, often stops many vandals. They think that nobody is watching them and once that orange bar of doom pops up and they see they might get blocked, most of the school kids get scared that they will get in trouble and stop. That being that case, I would rather them stop through that than being forced to block. Blocks are not to be punitive, but to stop vandalism currently in process. That is why many administartors require there to be a recent final warning and activity after that (showing clear demonstration that the vandalism is in process). Hope this helps.
