Background and plans[edit]

An article on an Iranian institution known as RiCEST, the Regional Information Center for Science & Technology (an alternative URL is at http://www.ricest.ac.ir/) was created around six months ago (by someone who had a clear conflict of interest with respect to the article), and deleted. Repeated addition of the content by various accounts (most likely operated by the same person) didn't help when it was taken to AfD. The discussion is here. The title was eventually protected due to the re-addition of the content. Later, there was a deletion review that unsalted the title and stated that working on the article in userspace was OK. At around the time of the DRV, my attention was drawn to this (by e-mail) by the person who had tried to add the content, and I agreed to take a look at this, as my initial view was that this institution does seem to have some level of notability within Iran at least. It has been some time since all this happened, but I am intending to make at least an attempt at this. As the available material for an article is still a bit minimal, and the article will be a stub at best, I'm starting it in my userspace rather than in mainspace (though Wikipedia:Article Incubator is an alternative location). I'm also going to notify the editors who participated at the DRV to see if they would be willing to help, and when the article is ready, will also ask those who participated at the AfD, by which stage, if enough material is found, an article should be ready to move back into mainspace (though it is entirely possible that there isn't enough reliable and independent material to support an article).
