WDDM 2.8 has only been developed internally and is not receiving a public release. WDDM 2.9 is present on Windows 10x (Code name Iron) and is not a general release, it'll be for OEM's deploying single and dual display touch devices. WDDM 3.0 is present on Windows 10 Dev Preview 21301 (Code name Cobalt).

There is nothing "Fantastical" about the names, they are official internal code names introduced since the Windows team was rolled into the Azure team.
