No question in the list seems to address what I see as the most major flaw in the selection of adminstrators: on the whole, the most uncivil Wikipedians I have encountered have been administrators. If the RFA process already takes manners into account, it doesn't do so very well; many admins I have encountered have given the impression that they believe that (1) if a rule exists, every editor, however new or well intentioned their edit, has a duty to have read it; and (2) they are entitled to talk down to, abuse, or offend "lesser" editors who don't bear an administrative badge. This to me seems to be the major issue that warrants addressing; bureaucracy should come second to making WP a friendly and welcoming place.
