There is only a possibilty that L is British. Somewhere close to 40%. In the anime, L stated that he only lived in England for 5 years. He didn't say he was born there. He was also raised in Wammy's House which is located in Britian so it increases his chances that he is British. Ohba said that he liked to consider L to be quarter Japanese, quarter Russian, quarter British, and quarter French or Spanish. He said he only like to consider him to be like that, so it isn't stated as a fact. In which case, L's nationality should be stated as unknown.
