ALT 2: ... that unpopular Romanian statesman Petre P. Carp (cartoon pictured), who publicly supported the Central Powers, once explained himself as "not a Germanophile, [but] a Russophobe"?

Date and 5x (more like 30x) expansion verified. Offline references accepted on good faith for first hook and half of ALT 1; Romanian-language online references checked for other half of ALT 1 and for ALT 2.
