This article is clearly cribbed from the abstract of the paper it links to. Since it doesn't give credit, I would say it is plagiarism. Unfortunately, https://en.wikipedia.org/wiki/Wikipedia:Plagiarism#Addressing_plagiarism is very unclear about how a non-regular-contributor-to-Wikipedia should report such a thing, so I'll just leave this message here and home someone is able to deal with it. 61.8.84.227 (talk) 10:57, 10 June 2013 (UTC)[reply]

Essentially you're right, but given that (1) the source is credited, (2) the cribbed material is quite short, and (3) the material is reworded to some degree, this is far from the most serious plagiarism you'll find on Wikipedia.
