This article is clearly cribbed from the abstract of the paper it links to. Since it doesn't give credit, I would say it is plagiarism. Essentially you're right, but given that (1) the source is credited, (2) the cribbed material is quite short, and (3) the material is reworded to some degree, this is far from the most serious plagiarism you'll find on Wikipedia.
