Powers of the Mayor vs. Council[edit]

Can someone on this page and on that of the city's make clear what distinguishes the mayor from the rest of the city council? Is the mayorship only a figure-head position in Vancouver, of does he/she have any kind of executive authority? Does the city have a hired-manager that does this?
