Is that why I-66 has a narrow median strip there? (at border between Prince William and Fauquier counties)

Is that where General Joseph Johnston got troops through enroute to 1st Manassas? General Patterson (on the Union side) had had the mission of keeping Johnston bottled up (in what's now West Virginia -- or was that the Shenandoah Valley?); that failed, so Patterson was sacked.
