This article seems to be taken from http://ballotpedia.org/wiki/index.php/South_Dakota_Small_Investors_Protection_Act_%282008%29 I think that copying from Ballotpedia is okay. Since Wikipedia switched to CC-SA in June 2009, it is no longer permissible to copy material from websites that are GDFL only, like Ballotpedia.
