(um... PXE does not use DNS is... no DNS request are preformed by PXE, if any DNS request is performed, it is done by the boot image which is downloaded from the TFTP server. The TFTP servers's IP is provided in the DHCP response. I never used MS's RIS. I only used PXE in linux environment, so please someone who has used RIS correct this article in way that it applies to RIS)
