The tone of this page doesn't seem like a Wikipedia article. Still, this is some important information, and would be an excellent chapter in a Wikibook about disaster management, particularly if you added in some content about Hurricane Katrina and other major disasters that affected major cities on a large scale. Amateur radio response[edit]
