In Portugal there are, among many others, 3 ways of refering to places, from the "biggest" to the "smallest": Cidade (city), Vila (town) and Localidade (place).

Cascais is not a City, but a Town. So this would mean that the beach is not located 5 km from the city, but 5 km from the center of the town, or, 5 km from Cascais (as we communly say it here).

The beach is located in the Municipality of Cascais and in boath parishes of Cascais and of Alcabideche. :)
