'Decree' from Winston Churchill - clarification needed[edit]

Without citation it is stated the hospital was founded 'in 1946 following a decree by Sir Winston Churchill'. However, this statement reads anachronistically because Churchill ceased to be Britain's Prime Minister in 1945 when his party were ousted from government by Clement Attlee's Labour Party, relegating him to leader of the opposition until he returned to premiership in 1951. Therefore Churchill could not have enacted any legislation in 1946 though he may have instigated the provision for the Polish ex-service community while PM during hostilities pre VE Day. Also 'decree' sounds an un-English term in the context of British parliamentary democracy, where legislation would be in the form of Acts of Parliament or Statutory Instruments.Cloptonson (talk) 08:33, 25 July 2020 (UTC)[reply]
