The editor did not believe that the article was about a notable issue. However the article content concerns a new issue of the Human computer interaction as: The role of disabled peoples in the usability evaluation, the technique of evaluation with impaired users etc. The article proposes a reliable and valid technique (as is showed in the list of references), so I think it is notable and interesting for a lot of wikipedia users.
