Odessa in Hillsborough County[edit]

An editor has removed much of the content relating to Odessa in Hillsborough County [1]. Where should this content go? Should there be a separate article on the US Postal Service area Odessa in Hillsborough? I'm not clear on how an editor here has decided that the only Odessa is in Pasco.
