If Nikolai acted as Namestnik of Poland only when nominated Namestniks were incapacitated, does it mean he was the head of the Council of State (of the Kingdom)? From Namestniks of Kingdom of Poland: In the case namestnik was unable to hold his office (resignation, death), his function was temporarily carried by the president of the Council of State.--_{Piotr Konieczny aka Prokonsul Piotrus | talk} 13:53, 11 January 2007 (UTC)[reply]
