Please note that Wikipedia's notability criteria for local politicians do not extend an automatic inclusion freebie to mayors just because they're mayors — the key to making a mayor notable enough for inclusion in Wikipedia is not to minimally state and source that he exists, it's to write and source some genuine substance about the significance of his political career: specific things he did, specific projects he spearheaded, specific effects his time in office had or is having on the development of the city, and on and so forth.
St. Catharines is a large enough city that it's probably possible to upgrade the article to meet that standard, so I'm not going to toss this down the WP:AFD chute right away — but note that it will have to be significantly improved with more substance and sourcing than this before it's actually on safe notability ground, and will be a potential candidate for deletion if expansion isn't forthcoming.
