Info on track 3 format should be provided

Despite track 3 rarely being used, and being proprietary in most cases where it is used, I'm sure there is still some official ISO standard of how it is SUPPOSE TO BE encoded (just that the standard is rarely used on the third track). Just as the first 2 tracks have been documented fully in this article, the 3rd track's official ISO format should also documented in this article, for the sake of completeness. For example, the ISO official starting character (track sentinel character) for track 3 is the "+" symbol, and as with the other tracks, its ending character is the "?" symbol.
