agreed; on the other hand, it might be useful to point out the author's "competent person" mantra which manifests itself here as in many other stories. By the way, this was one of the stories RAH did not sell outright, and which he revised with guidance from editor Frederic Pohl in order to bring it to market. Yes, it's a sausage party.
