Old and new terminus[edit]

I do not fully understand the sentence "Until 1997 the settlement Pionersky at Kerzhenets River was the terminus of the railway." Is this the river 100 m north of the new factory? Was previously the raw peat (and now the briquettes) transported by ships on the river?
