Illegal flash-cut?[edit]

This is from AVSForum (https://www.avsforum.com/forum/45-local-hdtv-info-reception/209848-sioux-city-ia-sioux-falls-sd-hdtv-17.html#post59663254):

"so the FCC approved the flash cut for KCPO on 4/20 with expiration date of 7/13/21

But since tenspeed mentioned that KCPO has been digital for almost a year (apparently illegal BTW since there was no paperwork for it) I guess the flashcut is moot"
