Joint Highway District No. 10
This joint highway district consists of Junipero Serra Boulevard extension between San Francisco and Millbrae Avenue in the City of Millbrae. The State has been contributing one-third of the construction cost, exclusive of preliminary engineering to assist in the financing, with the remaining two-thirds being contributed by the member counties, San Francisco and San Mateo. Of the joint highway district funds, San Francisco was assessed 85 percent, and San Mateo 15 percent.
The legislation mentioned above, adds Section 557 to the Streets and Highways Code, which dissolves the district on its effective date. It also provides for the absorption of the constructed portion of the district into the State Highway System as Route 237, from State Route 56 in Daly City to the end of present construction in San Bruno.
Before dissolving, the joint highway district completed an agreement with the City of South San Francisco, whereby the latter was to pave Hickey Boulevard and construct a pedestrian overpass on that stub connection to El Camino Real. The agreement also provided that the City of South San Francisco assume maintenance of Hickey Boulevard as a portion of the city street system.
During this fiscal year the joint highway district completed plans for the channelization, lighting and signalization of the intersection at Junipero Serra Boulevard and Hickey Boulevard in the City of South San Francisco. No contract was awarded by the joint highway district, and at the close of the fiscal year preparations were being made by the division for early construction of the much-needed facility.
The joint highway district also entered into agreement with the City of South San Francisco for improvement of the intersection of Junipero Serra Boulevard and Avalon Drive, including construction of a median opening or crossover. The cost of the work was estimated at $4,000, to be shared equally between the City of South San Francisco and the joint highway district. This work was performed under a contract administered by the City of South San Francisco.
Total state participation in the construction cost of Joint Highway District No. 10 stands at $590,994.32.
