"Settlements" seems (to me) like an odd general term for these things. I looked at Help pages, such as Wikipedia:Manual_of_Style/Disambiguation_pages, but didn't find any guidance. Rather, it advises that "a particular division scheme may not work equally well on all disambiguation pages." So, how about "Populated places"?
