Reason for creation[edit]

[1] has a plausible explanation: the CPI could not support Ireland's entry into WWII on the Allies' side after Germany's attack on the Soviet Union, but Stalin wanted as much military support as possible, and that meant that in Northern Ireland taking a role similar to the CPGB in boosting war production, including shipbuilding, in particular by avoiding strikes.
