The phrase "By description"[edit]

Does anyone know what is meant by the phrase "by description" in this article? For instance, does this mean that the title of the legislation tells us something, or the detail of the legislation itself?

Given that there has been no response to the above, what I've done is to simplify the article by removing the phrase "by description" from the article. If you feel that this phrase does actually add something to the article, please feel free to revert my edit. Editor.
