It is strange that there is a double-standard here - if a priest is appointed to become bishop, editors can agree that he is not ordinary of a new diocese until he is consecrated to the episcopate. If a bishop is appointed, or in this case, Reid does not require consecration, everyone jumps to place him in office before installation. I don't understand why it is so hard to understand.
