Was this written by the Bangladeshi government?

It's really poorly written, in fact, I believe it is a member of the Bangladeshi government or a factory owner writing it. It's wrote in poorly translated English and it is more advertisement than Encyclopaedia article. I've done the best I can with this spare hour I've had.
