Reference format[edit]

In this edit, MadelaineHS converted bare URLs to citation templates, which was a significant improvement. I don't know, but I suspect that one of the tools that takes a URL and generates a citation was used. Such tools can be very helpful, but they have their limits. I want to remind MadelaineHS and other editors that the results of such tools should always be checked and corrected as needed. In particular, in this article, the |work= parameter was not filled in. I have now done so. |work= or one of its alternate names (newspaper or magazine) should pretty much always be supplied when the source is an article in a larger publication, as opposed to a separate book or pamphlet. In one case a category "Budget Process" was mistaken for the name of the author. This is an error that a human editor seems unlikely to have made, but in any case the |first= and |last= parameters and their alternate forms should only be used for actual human authors and co-authors.
