What does this mean?[edit]

"Aurora completed without aircraft facilities, and had a deckhouse for accommodation in lieu for service as Commodore."

Specifically:

"Aurora completed" completed what? "completed" is a transitive verb.
"without aircraft facilities" The previous sentence is about lacking a second aircraft, so is this sentence about the first aircraft or the second?
"accommodation in lieu" in lieu of what? Or is that phrase naval jargon we're expected to recognize?
"for service as Commodore" A good guess is that the deckhouse is to be used only if a commodore is aboard, but that would be service for a commodore (the deckhouse isn't a commodore).
