Passage is somewhat unclear[edit]

   Despite the estimated 105 m2 (1,130 sq ft) of rock being
   uncovered at low water, work began in 1867.

Although we seem to understand the problem from the next sentence -- that this is a prohibitively small area to work with -- the average reader, unfamiliar with lighthouse construction, might be confused by this. It should not be necessary to read ahead in order to figure out what is going on. Perhaps the passage could be reworded along the lines of the following: "Despite a very small area of rock being uncovered at low water, a mere 105 m2 (1,130 sq ft), it was decided that the project should commence, and work began in 1867."
