Mitar Subotić was born in 1914, at a time when Bosnia and Herzegovina belonged to Austria-Hungary. He grew up and lived in his native village of Osredak. He attended elementary school in the village of Stanari. His household consisted of 22 family members, and owned more than 200 dunums (about 20 hectares) of arable land and about twenty cattles, about fifty sheep and goats and about fifteen pigs. He served 18 months of military service in the 25th infantry regiment in Sisak from 1938 to 1939.

"Already then, the beginning of the war was felt. I got married in 1934, when King Alexander was killed. The war in Yugoslavia began on April 6, 1941. I joined the People's Liberation Army in November, in the Rastuša company that was stationed in Čara potok near Rastuša. Later, the company was moved to Vitkovci. After the coup between the National Liberation Army and the Chetniks in April 1942, they disarmed one of my comrades and me in my village. At that time I was a member of the Communist Party of Yugoslavia and was under constant surveillance by the Chetniks. In April 1943, I was arrested by Chetniks and after certain interventions I was released. During the war, I worked on the connection between semi-free territories and Teslić. The connection was maintained mainly through the village of Kalošević. I was elected to the first precinct and district people's committee. I was elected as a councilor of the Anti-Fascist Council of Bosnia and Herzegovina in the town of Mrkonjić. Then I was elected a member of AFV Yugoslavia and attended the Second Session in Jajce in 1943. After the liberation of Teslić in September 1944, I was elected president of the County People's Committee. The following year, I was a representative of the FRY and the Republic of Bosnia and Herzegovina." Mitar left the war with the rank of captain. He was known as a man of honesty and law. During the war from 1992 to 1995, his pension was terminated, so relatives and neighbors helped him with food. After the death of his wife Joka, he lived with his daughter Angelina. He was the last living councilor of ZAVNOBIH. He died on February 27, 2013. after a short illness at the age of 99
