Ilya Aronovich Likhtarev (1 February 1935, Pryluky, Chernihiv Oblast, Ukraine — 14 January 2017, Kyiv, Ukraine) — was a Soviet and Ukrainian biophysicist, founder of scientific school of dosimetry and radiological protection in Ukraine, founder of Ukrainian Radiation Protection institute of Academy of Technological Sciences of Ukraine, member of ICRP (1992—2006), member of National Commission of Radiological Protection of the USSR and Ukraine, Doctor of Sciences (1976), academic title professor (1984), Honored Scientist of Ukraine (2011).

Biography[edit]

Ilya Likhtarev was born Chernihiv Oblast. He spent his childhood in Kyiv (with the exception of evacuation during World War II). In 1955 he graduated from technical school in Kyiv (with excellency). In 1962 he graduated All-Union Correspondence Polytechnic Institute with an engineer-physicist qualification and returned to Kyiv. He started working in the radiology group of Kyiv Regional Sanitary-Epidemiological Station in 1962. After completion of postgraduate studies at Research Institute of Radiation Hygiene (St. Petersburg) in 1968 he was awarded the degree of Candidate of Sciences in Engineering with a specialization in radiation safety. The subject of his thesis was radioactive iodine (scientific supervisors Leonid Ilyin and Victor Shamov).[1]. He later became head of laboratory of radiation biophysics at Institute of Radiation Hygiene (St. Petersburg). In 1976 he was awarded Doctor of Sciences degree with specialization in radiation biophysics. In 1983 he was awarded State prize of the USSR in the field of science and technology for participation in development of the system of radiation control for soviet atomic centers in Chelyabinsk, Krasnoyarsk and Novosibirsk.

After Chernobyl disaster Ilya Likhtarev returned to Ukraine, since May 1986 he worked in Kyiv an Chernobyl. He was decorated with the Order of Friendship of Peoples for participation in liquidation of consequences of Chernobyl disaster aftermath in 1986. In October 1986 he became the head of department of dosimetry and radiation hygiene at Institute of hygiene and epidemiology (current title — National Research Center for Radiation Medicine of National Academy of Medical Sciences of Ukraine).

In 1995 he became a head of Ukrainian Radiation Protection Institute of the Academy of Technological Sciences of Ukraine.

  • radiation protection and safety, application of dose limits;
  • radiation safety applied to Chernobyl accident;
  • environmental impact of Chernobyl accident;
  • radiation epidemiology.

Scientific activity[edit]

In 1968 Ilya Likhtarev was awarded the degree of Candidate of sciences in Engineering. In 1976 he was awarded the degree of Doctor of sciences in physics and mathematics, in 1984 he was awarded an academic title professor.

Ilya Likhtarev made a major contribution to liquidation of the consequences of Chernobyl accident, to creation of national system of radiological protection[2][3] and to further development of World science in the field of dosimetry, biokinetics of radionuclides in human body and radiation epidemiology.

He was the pioneer in development and spread of national system of general dosimetric pasportization of settlements of Ukraine, which were impacted by radioactive contamination after Chernobyl fallout. This system includes the methodology of current, retrospective and future estimates of doses to population depending on the age, gender, and place of residence, for any given year in past and in the future (until 2055). He edited 15 books (with data for 1991—2013) «General dosimetry pasportization and the results of WBC monitoring in the settlements of Ukraine, which were affected by radioactive contamination after Chernobyl accident».

The development and spread of the system of retrospective estimate of radiation dose to thyroid for all population of Ukraine and for people, who were children during Chernobyl accident is distinct scientific result.

The most valuable results of the research were made possible in international research projects. National regulatory documents «Radiation Safety Standards of Ukraine» (NRBU-97); «Radiation Safety Standards of Ukraine. additions: Radiation protection from potential radiation sources » (NRBU-97 / D-2000); «Basic sanitary rules of radiation safety of Ukraine: State sanitary rules» and others were developed under the supervision of Ilya Likhtarev and were implemented.

From 1978 to 1991 Ilya Likhtarev was a member of National Commission of Radiological Protection of the USSR, from 1992 to 2006 he was a member of International commission of radiological protection.

From 1993 to 1994 Ilya Likhtarev was the head of Ukrainian group of experts, who were in charge of the design stage «ALARM» — of «GAMMA» system, in 1994—1995 he was the main coordinator of CEC-CIS and supervisor of project JSP5 «Pathway analyses and dose distributions», in 1995—1996 he was the expert of working groups «Dosimetry of external radiation» and «Dosimetry of internal radiation» of international project COSYMA, In 1996 Ilya Likhtarev was the head of four projects «INCO COPERNICUS» funded by Directorate-General for Energy of European Commission (DG XII).

In 1992 Ilya Likhtarev became the head of commission on hygienic standards and guidelines for radioactive substances and radiation factor (Kyiv). From 2000 to 2007 he was head freelance specialist in radiation hygiene of Ministry of Health of Ukraine. In 2002 he became the head of expert commission for state sanitary-epidemiological expertise in highly complicated cases as an aid to Chief sanitary medical officer of Ukraine. In 2002 Ilya Liktarev was elected a member of Radiation Safety Standards Committee (RASSC) of IAEA. In 2009 he was appointed the head of consultative council on radiation protection of State Nuclear Regulatory Inspectorate of Ukraine.

In 2009 Ilya Likhtarev was elected the head of Committee 7 «General analysis of international and national guidelines and standards of radiation safety and dosimetry and their implementation on the territory of Ukraine» of National commission on radiological protection of population of Ukraine.

25 Candidates of sciences and 10 Doctors of science were the part of scientific school headed by Ilya Likhtarev[4].

Scientific publications[edit]

Ilya Likhtarev published over 600 scientific works, including the publications of International commission of radiological protection, UNSCEAR, World Health Organization, IAEA, National reports ten, 15, 20 and 25 years after Chernobyl accident, main legal acts of Ukraine in the field of radiological protection. Scientific works were published in journals Health Physics, Radiation Research, Radiation Protection Dosimetry, in Germany, Japan, Russia, Belarus, USA, Austria, Israel, China, Argentina, Brasil.
