I just had an idea to help clear up the muddle with templates in this category and its subcats. Basically, I think we need a category like Category:Wikipedia templates for requests on category pages (although maybe a little shorter, of course). It would contain all the templates which are basically warnings, deletion/discussion requests, etc — the temporary templates (maybe that would make a better name — Category:Wikipedia templates for temporary placement on categories). The templates which are meant to be "permanent" parts of categories could then be put together into Category:Category header templates, and all the ones left would remain free-floating in this parent category.
