The original article referred primarily to a single part of ISO 9241 (Part 11) which defines usability and describes how to measure usability in context. There are a great many other parts to ISO 9241, which covers both physical characteristics of equipment such as displays, keyboards, mice, etc., the design of user experience, and the definition and measurement of usability.
