This image is clearly not from the famous O'Neil/Adams Green Lantern/Green Arrow run, and is not by Neal Adams. It may have been attributed that way in the source (DC Comics Guide to Writing Comics), but it appears to be the work of Dick Dillin and probably Frank Giacoia.
