It's done for two reasons. 1) Endurance and 2) to keep it's true stealth capabilities a secret. Had it gone to intercept this Tu-95 without drop tanks, the Bear would have simply loitered there for how long it took them to collect data on the F-22's true RCS (Radar Cross Section), so they could head whom with some very valuable information.
