This page should not be speedy deleted because there is a template in Wikimedia commons (here) which states that photographic works or applied art in Sri Lanka are copyrighted for 25 years from the making of the work. I uploaded the file under PD category based on that. Anyways it's a historically significant image portraying an important phase of Sri Lankan Civil War.
