Source and copyright[edit]

It is questionable whether this is a work of the US government in the public domain. The source website linked to says it was a prosecution exhibit in the Zacarias Moussaoui case, so distributed by the US government, but probably not originally taken by them, instead being some kind of ID card or other identifying photo. Some discussion of this at User_talk:David_Levy#February. I have taken the copy to Commons template off for now (which had been there unactioned since 2011!) and if it is later determined that this can go on Commons someone should just go ahead and transfer it.
