Wrong license[edit]

This edit request by an editor with a conflict of interest was declined. Wrong usage of edit request template

Looking at the source there is no cc-by-4.0 license. The creator gave permission to use the image with attribution on one specific site but that is not a CC license. I cannot understand how the reviewer "confirmed" that it was. (And no I do not have an actual or apparent COI. Some bot has incorrectly done this.)
