Strictly speaking, Metropolitan Districts are effectively also county councils, they are unitary District Councils that have all the functions of county councils within their area. The diagram needs tweeking to reflect this. Additionally, Isle of Wight is a unitary authority that is a County Council that also has all the functions of a district council, in contract to all the other unitaries that are District Councils that also have all the functions of county councils.
